as fast as possible, and that means keeping your deck small, so the basic

Those personnel there satisfy all the requirements in just 12 spots, not bad (probably not the best, but not bad), and also have a very high likely hood of passing attribute related dilemmas as well as others like Matriarchal Society. Now, it might be good to add a few more people who will fill in some of the skills that are barely scraping by, just in case some people get shot or blown up. I could go on and on, but I think you get my point. These people
would satisfy all the skills you need, however, it would become harder
and harder to get them out
A good (starting) Warp Speed deck should have around 17-19 personnel, and then support cards (equipment, ships, interrupts, etc.). Some decks use more, and some less, quite effectively sometimes, quite ineffectively sometimes, however, 17-19 Peeps usually does the trick very well.
