Notes:

The ODR is essential here, as it is the Cardassians' best way to get aboard an opposing ship (so you can nab opposing personnel). Include three or four if you can (I only went with two because I only have two). Because I have a scant few ODR's, I threw in some Dropping In's (hence the use of two Ari's) and went with Tactics that deplete opposing SHEILDS. The thing here is: you wander over to your opponent's ship, capture as many people as possible with Captured, and bring them back to Terok Nor for "processing" [insert evil laugh here].

Process Ore is also of great importance here, so get it out early, as it's the best way for you to recycle those Captured's and Interrogation's.

You may have noticed that I went with 24 personnel - this number can be cut back to anywhere around 18, as the main focus is not Mission solving. The most crucial personnel are those with Obsidian Order - drop them off at Terok Nor's Security Holding Cell with a captive and download away.

As far as ships go, I chose anything that can be Logged and Plaqued or anything that has high WEAPONS and RANGE- high RANGE so you can speed out when capturing personnel and high WEAPONS so you can damage/Outgun opposing ships (you can either drop or increase the number of Outgunned's you use - after about 8 games I only used it once, but it was worth it).

Since downloading and Tenting for cards figures heavily into this deck, 10 and 01 are needed to keep your downloads safe. Quark's Isolinnear Rods may be a good seed if you choose to drop Beware of Q.

I noticed that this deck had a few problems against speed decks, so that's why I seeded a Mission Debriefing. If you choose to drop some cards, I reccomend replacing them with any Referee-Icon cards. Speaking of which, watch out for Intermix Ratio - this almost killed me one game.
