Strategy: Ok, during the seed phase you pull out the Bajoran wormholes + the mission specialists. This essentially gives you a draw deck of 26 cards. Now, normally you'll be able to draw at least 3 AU personnel + 1 ship (there was a game where I didn't get a ship the first few turns, but I still managed to pull out a win). With Defend Homeworld and Assign Support Personnel - pull out Deanna and Luthar Sloan first turn. This allows for a first turn Going To The Top - which nets me Adm. Riker + the Starship Enterprise.

Now, assuming you can do a STP drop of 3-4 personnel first turn, do it in the Gamma Quadrant. Temporal Investigations has no effect on you there. The rest of the deck is pretty straight forward - just a few tips:

Kevin Uxbridge - Only use this for defense, don't go out trying to cancel the first event your opponent plays, wait for the gamebreaking stuff - Regenerate, Revolving Door, etc.

Kivas Fajo - Never send him down on a mission attempt, he's only in the deck to use the opponent's Palor Toff's and to get past Primitive Culture/ In The Pale Moonlight.

The Equipment - Since there aren't a lot of personnel in the deck, use the equipment to share the skills you're lacking. If you only have 1 Bio, share it, same goes for Exobiology, Diplomacy, etc. etc.

Armada's - The deck is very vulnerable to attack decks, if these are popular in your area, I'd consider adding another ship + Neutral outpost to the deck.

Lastly, the Ref cards in the seed/draw deck are for my current meta-game. RBM (Pinging and slaughter) is growing in popularity. I use Scorched Hand to keep their hand size down for the slaughter & Intruder Force Field for the pinging. I'd use Reactor Overload - but my box of Rules had such a bad sorting ;) It's Only A Game grabs me Scorched Hand - and also helps me against the occasional Red Alert.
