Rom's Empok Nor Deck

Rather than just list a deck, let me walk thru how I designed this.  You can follow these notes for the framework of your own version of this deck.  (If you want to skip all this, my complete deck list is at the end.)
     The goal of this deck was to get a 2-mission win.  Romulans are rather weak when it comes to bonus points, so I used Cytherians for some help.  That means I only need 85 points from 2 missions, not too difficult.  Using a Science Lab to scan Mining Survey makes for a very easy 40.  Empok Nor’s downloads will also help give this deck some speed.  For the other 45 points, I aimed for Wormhole Negotiations, with Investigate Sighting with AMS as a backup.  4 space missions is a good idea, so I have flexibility with where to put the Cytherians, and I’ll use HQ Defensive Measures to protect the mission and keep the opponent from tripping my dilemma.   Senior Staff Meeting will make the missions easier, though that will have to be at a different mission than where I trip my Cytherians.  The 2 planet missions I’ll choose later, when I have personnel selected.  That way I can simply focus the deck on space missions, and find 2 planets that fit.  In fact, it’s probably easier to do a third space mission if I face The Big Picture.
     OK, the first problem is commandeering Empok relatively quickly.  AMS, DHW and ASP can combine to give an assortment of skills to beat Empok dilemmas.  I decided that no one ever uses Garak Has Some Issues (and, having played this in 2 tournament, I was right) so I ignored the need for Exobiology.  I chose DHW for Lore to get the necessary Computer Skill, along with Security and Leadership.  If the opponent seeds Empok dilemmas, AMS gets me Tallus and Mopak, another Leadership and Security.  So I won’t lose anyone to Friendly Fire or Oops.  If I face Oops, I need a way to get 2 more staff stars quickly, so I put another AMS in the Tent to get 2 staff stars from Selok and Palteth.  You may think it’s easier to use a seeded QIR for 10 and 01, but I’m a little short on seed slots, and the specialists are more useful in general.  If the opponent doesn’t seed Empok dilemmas, I’ll get Selok and Takket with the seeded AMS.  That makes Investigate Sighting a 45 point mission, and I have a VIP for Guest Quarters 1st turn.
     What about Sleeper Trap and Ferengi Infestation?  These are only a worry if I see the opponent playing Cardassian or Ferengi.  Sleeper Trap is just not worth the deck space in non-Cardassian decks, so I’ll assume non-Cardassians are not using it, and Infestation is no problem without the downloads.  I’ll know when I’m facing these affiliations and I can wait to attempt Empok Nor until I have a few more personnel, perhaps with the help of that extra AMS.  Then I should be able to overwhelm the downloaded personnel with battle.  I can always go for my Cytherians points first while I play more personnel.
     I don’t need ASP for Empok, but I’ll seed it anyway for Thei.  With the equipment I get when I commandeer Empok I will have the requirements for Mining Survey, allowing me to focus completely on beating dilemmas.  Having a 4th personnel on turn 1 gives me someone who can probe at the Promenade that turn.
     Ok, what about Empok itself?  What’s that for?  2 words: deck manipulation.  Promenade and Guest Quarters to get thru my deck for what I need.  Science Lab to scan Mining Survey, OPU to attempt it.  Commander’s Office for SSM.  Ops for the occasional download.  I went with 2 Guest Quarters so I could use one on end of turn draws and have another left open to report/download to next turn.  I could also use one GQ on a Q the Ref draw, then walk to the other and use it for the end of turn draw.  For equipment, I used multiple cards that give me Medical, in case Hippocratic Oath or a Plague Ship takes one.
     Other stuff?  I need some way to slow down an opponent.  And since I’m using Cytherians, Wormholes might be very useful.  They’re also good if Wormhole Negotiations is far on the wrong side of the spaceline.  I also used another interrupt to stall my opponents, Temporal Rift.  (Old tricks are sometimes the best tricks.)  Both cards have the benefit of drawing at the Promenade.  If the opponent has an AU Door, I can use Obelisk to get rid of it.  Odds are they won’t counter both strategies.  I seeded one Obelisk and put another in the deck that I can get with a QtR if needed.  Masaka is essential in a fast deck; a bad draw will kill you.  I took advantage of QtR and played many different counter cards.  Most of them draw at the Promenade, and I can combine QtR recycling with GQ to get thru the deck faster.
     What about personnel?  I decided to use Going to the Top for faster reporting.  Then I filled the deck with skills to beat dilemmas: double-Nav, Bio, Cybernetics (against Borg Sevos), Diplomacy.  And some extra Geo / Physics for Mining Survey.  Only 20 personnel, but that’s all I needed.  2 Reflection Therapy just in case, with a Suna in the Tent.  After choosing the personnel, I went back to see what planet missions would fit into the deck.
     That just leave the odds and ends.  Palor Toffs for flexibility and reusing the Wormholes / Rifts, whichever the opponent can’t counter.  Outpost with Spacedoor.  Ships, including one Advanced if I can GTTT Vreenak 1st turn, the extra range helps with Cytherians.  BBSD for defense and the occasional chance to pick off an opposing ship.
     Dilemmas?  I favor walls if I’m going for speed.  Or cards that punish the opponent for racing into missions if they’re trying to match my speed, like Conundrum and Dal'Rok.  But really anything will do.  Use a Cytherians in at least one combo, so you have a second one to self-seed or trip from the opponent’s mission.
     One last combo, for those who read thru all that.  :-)  Start with AMS for Palteth, DHW Lore and ASP Thei let you GTTT for Senator Letant 1st turn.  That’s 4 Computer Skill for Sisko 197, and you’re safe from Intruder Alert, so you can go for an opponent’s Nor instead of Empok.  Didn’t you wonder why I had the Cha’Joh in the Tent?
