This Romulan deck uses a large amount of Kivas Fajos to report cards for free through The Continuing Committee or Telak's Cybernetics (Telak can be downloaded by the seeded Defend Homeworld.)  From there you can use the excess Computer Skill from the Soong-Types to perform risk-free Scanning of missions.

It works well as a mission solver, but isn't afraid of a quick rumble.  In two consecutive games, my opponent attacked a ship at my Homeworld and I set off an unprovoked download from Defend Homeworld to get out the majority of my draw deck and even nuked his ship with the Weapons Platforms.  In Away Team battle, the Soong-Types allow good defensive abilities, plus the chance to get rid of your opponent trying to report cards to your Headquarters.
