This deck was originally a Continuing Committee deck when the question was raised, “Why base a deck on *these* 7 personnel and a mission you never really attempt?  Just because they’re free?”  All the Tal Shiar personnel have little in common, so they don’t lead to a very focused deck.  (For example, compare them to the tight selection of mission-solving skills you get at the High Council.)  So it was changed to use different free personnel with Telak’s Cybernetics allowing them to report.  That led to a completely different combination of supporting personnel in the deck, which gave it a lot more flexibility, and it no longer needs to stay near Romulus.
The deck is overloaded with counters to slow the opponent.  Use QtR / Scanner Interference to lock them down on planets, or off of planets when combined with The Big Picture.  The rest is fairly straightforward.
