Power of the Empire
by Spock

I threw this deck together for a Mirror Mirror tournament this month.  In spite of missing some cards I haven't gotten yet and using no cheese whatsoever, it had no problems except for running out of time.  The deck is heavy on Guardians, but you could add in a nor and substitute Cargo Runs instead; lots of people in the deck download equipment, but you might need a Bajoran Wormhole: Mirror Universe to ensure you can start early.

Seed deck:
STP
AU Door
Tent

Agricultural Assessment
Historical Research
Investigate Sighting
Mine Dilithium
Search for Rebels
Verify Evidence

Halkan Council
Sherman's Peak

17 dilemmas

One dilemma should probably be a self-seeded BPD to score the last 10 points you need.

Assign Mission Specialists
Assign Support Personnel
Q the Referee x3
Terran Rebellion HQ
Federation Outpost
Spacedoor

Draw deck:

Downloaded during seeding:
Deep Space Station K-7
Dr. Royse
Ensign Davis
ISS Enterprise
Emblem of the Empire
The Art of Diplomacy
The Guardian of Forever

Dr Royse has archeology for the guardian; Ensign Davis has treachery, which gets me mission specialist bonuses at my preferred missions, Historical Research and Investigate Sighting.  Davis could be replaced with an anthropology specialist if you want more people to use Guardian with.

Other:
AU Door
I'm a Doctor, Not a Bricklayer
Palor Toff
Reflection Therapy x2
Res-Q
Revolving Door
Starfleet Phaser Rifle
Space/Time Portal
The Guardian of Forever x13

Revolving Door is nice…play it to stop tribbles, get rid of a Temporal Vortex so the Sheliak can continue, etc.  I played Guardians constantly; this deck drops people FAST.

Beverly and Will
Admiral Riker
Captain Bashir
Captain Kirk
Chief Navigator Chekov
Chief Surgeon McCoy
Commander Leeta
Comm Officer Uhura
Crewman Wilson
Dr. McCoy
Ensign Gaffney
Ezri
First Officer Spock
Lt. D'Amato
Marlena Moreau
Mr. Brunt
Mr. Quark
Mr. Sisko
Mr. Tuvok
Paul Porter
Security Chief Sulu
Smiley

Defiant
ISS Constitution
Starship Enterprise

Also included were all the magic bullets I felt I needed.  These included 2 temporal vortexes (NEVER play without 2 TVs), 2 Defend Homeworlds (why seed one when you can play it for free if you draw it and download it if you don't?), Fair Play, Mirror Image, Obelisk of Masaka, etc.  Also, the few downloads that didn't quite make the tent.

Tent:
Captain's Log
Classic Medical Tricorder
Classic Tricorder
Classic Type II Phaser
Crossover
Future Enterprise
I'm a Doctor, Not a Bricklayer
ISS Constitution
Medical PADD
Mirror Dagger
Multidimensional Transport Device
Rescue Captives
Vulcan Mindmeld

All of the cards in here download to my personnel.  Two I'm a Doctors allow you to play the one you draw for a personnel (probably Ezri) and still have the other to download for nullifying Horta or granting an extra geology.  When Ezri comes into play, she downloads Crossover, which downloads MTD.  Still, you may be better off saving that once per game download; it'll get you Paul Porter, who downloads a PADD to get you past Executive Authorization.  Mr. Tuvok downloads the Vulcan Mindmeld, so he can save you if you don't have enough of something.  I didn't bother including a BW:MU; if your opponent doesn't play one, just park the Starship Enterprise or ISS Constitution at Verify Evidence and beam your personnel to the Alpha Quadrant.

Playing the deck is simple.  Turn 1, Spacedoor for an ISS Constitution and download Crewman Wilson with it.  Discard ASP for Lt. D'Amato.  Use any free card plays; there are 3 places to report cards free, although only 3 cards (Kirk, McCoy, Enterprise) can play to Sherman's Peak until you have Crossover out.  Move the ship to Historical Research and send Davis, Royse, and D'Amato through the Guardian.  (Why Davis?  Paranoia protects against Thine Own Self)  Second turn, start bringing them back.  Play Guardians and draw cards.  Generally you'll be playing several personnel with special downloads every turn.  You might add a Regenerate to the deck to make attempting early safer.  Remember that Leeta and the Ferengi can't mix with your non-TE Fed cards (Dr Royse, Admiral Riker, Future Enterprise, etc) so you may need to leave them behind.  Leeta is there in case you need to attempt Search for Rebels, and the Ferengi are there as an alternate method of solving it.

There are a few cards I'd add to the deck if I had them: Professor Sisko, James T Kirk (though probably not the Tantalus Field) and Fontaine, plus some weapons for Fontaine to download.  Don't be intimidated by the number of ultra-rares in the deck; half the reason they're in there is because I've never gotten a chance to use them in a tournament before.  None of them are necessary for the deck.  Note that you may not be able to use all special downloads: Beverly and Will and First Officer Spock don't have anything specifically for them to download but can get the tricorders (or OS weapons) if you don't draw the personnel with that specific download.  The personnel in here should be able to get past just about anything except dilemmas requiring empathy (you might add the Trois if you see a lot of those in your area).  Against players using the Q-flash, Door the flash if possible.  If someone is captured, Mr. Quark special downloads Rescue Captives from the tent.

If you try this deck, please let me know how it does!
