This is the deck I used to win the Betazed Rebellion.  Twenty-two people showed up and I went 9(+373) from 5 rounds.  It uses Hero of the Empire, Destroy Radioactive Garbage Scows, The Higher… the Fewer, and the 62nd Rule to make it difficult for your opponent to score 100 points.  I got Hero of the Empire completed at the end of my third turn in every game so it’s pretty reliable.  After you finish Hero of the Empire, use Morn, 35th Rule, Promenade Shops, and Guest Quarters to draw cards.  Play them and solve missions.
