The strategy:
Speed seems hard with a draw deck nearly 60 cards tall, but between AMS, ASP, DH, TMW, and QIR, plus free reports at the CC, Neutral Outpost (because of War Council), and free androids to cybernetics, you should be able to amass a large number of people in the first few turns Scan and SSM to solve the High Point Space Missions, avoid the ground missions as DNP shreds the crew ... I chose Tarus over Takket for one reason really. Tarus can take a hit from Unscientific Method and save Dr R'mor from impending doom. On the other hand, Takket would give you the Medical needed for the SSM.
The only 2 catches with this deck are you need a medical in opening hand (preferably Vakis or Parthok) and the high point missions are easily scored by nearly any Romulan deck.
