This is my Voyager-only deck from last month, modified to no longer be Voyager-only, as an example of my Retro-fitting Voyager Decks article.  See the original deck list for strategy; the only strategy addition is Wormholes for a quick jump to another quadrant to harvest organs.
 

Summary of alterations from Voyager-only:

Instead of seeding Fair Play, I seeded Q the Ref, which can download Fair Play if needed, or download something else more useful.
Replaced 3 Voyager dilemmas with very powerful ones from the other sets: Dead End, Executive Authorization, FLI/Scow.
Removed another 5 dilemmas in order to seed:  Q's Tent, another QtR (in case I use the first one and still need to recycle Ref cards), Spacedoor, Defend Homeworld (to jumpstart harvesting or get Tabor for Ancestral Vision), and Horga'hn (just because).  In this format, 16 dilemmas are about average for a deck.
Switched the TMW for STP because I added Wormholes.  Since I have DHW for an early personnel, I don't need to download R'Mor with TMW.
 
Moved the following downloadable cards into the Tent:

Lower Decks
Organ Theft
Pendari Champion
Vidiian Boarding Claw
Vidiian Sodality
Vidiian Cruiser

I didn't move a Scout, too, since I do want some ships to play from hand - in case I see a Caretaker's Array, or just to save the trouble of re-opening the Spacedoor.  I didn't move a Vidiian Harvester here, since I don't mind playing a few copies from hand since it's free, and I have more than I can download anyway.

Dropped 1 copy of each ship, since I have spacedoor.
I already mentioned dropping R'Mor.
I also dropped the extra Lower Decks.  I had 2 copies of the card originally so I wouldn't waste a card from hand on a download.  (Mutation will recycle the copy I drew.)  With Lower Decks in the Tent, that's no longer an issue.

In total, that removes 9 cards from the draw deck.  In their place, I put in:
4 Revolving Doors
6 Wormholes and 1 STP
AU Door

So the deck is 3 cards bigger than before, as I finally got that 3rd Chakotay for the deck, which will help me draw a few more cards to make up for it.

Then I added these Ref cards to the deck.  They recycle, so I won't count them as adding to the deck size:

I chose these for the deck instead of the Tent because I wouldn't mind playing them from hand if I have the opportunity.
