it as is (no matter how tempting it was to tweak it), play test it and
give it a full review. What follows is a completely unapologetic review

I suspect the designer thought
Starfleet Type I Phasers (5 in the deck) would be a download result, but
unfortunately, this card has a Federation icon on it and so, must be used
for the card draw function instead. I would have also liked to have seen
some more equipment to take advantage of the download probe on the Memorial.
Otherwise, this deck would be virtually unplayable without the Memorial.

A truly nice card. The ability to retrieve
an android from the discard pile can be a life saver.

The designer lists Amaros as the
download target, but he does not match any of the ships or facilities in the
deck. Fortunately, Fleet Admiral Shanthi does, so this did not become a completely
wasted seed.

There are a great number of Referee
icon cards in the Tent. Some should have been placed in the draw deck to make
use of the card drawing function.

This was apparently only include
because Picard could download it. Without a Battle Bridge side deck or
Ready Room Door and Captain's Orders cards, the number of uses were extremely
limited (to a total of one, unstopping the ship, which I never used, but
definitely could have come in handy. Not really worth taking up a Tent
slot though).
HQ: Secure Homeworld
Only 2 ways to get this, Jaresh or
a download probe at the Memorial (which I decided to do instead of waiting
to draw Jaresh). I would have preferred to see this seeded so I could jump
on attempting Earth sooner.
Ocular Implants
Fantastic card!! Not only do you
get a heads up on dilemmas, but Geordi can entertain the other crew members
with tricks while visiting the Memorial :)
The Big Picture
B'Elanna Torres (Quark's Isolinear Rods)
This would have been a great
strategy for jump-starting the Memorial and playing androids for free
(I got several in my opening hand), but there was no seeded ship or anyway
to download a ship (except through a Memorial download probe) to report
her via the Temporal Microwormhole. Fortunately, I drew Miles in my opening
hand, but I ended up having to wait to draw a ship before I could report
her. Then I had to wait another turn to start playing androids for free,
because moving her to the Outpost advanced me to the Execute Orders phase.
A Spacedoor and Universal ship would have gotten the ball rolling on this
strategy by turn 3 (turn 2 with a card play probe at the Memorial).
Implication
Card # 13? I thought of all kinds
of cards that would have been great for the 13th slot. Things that didn't
come up were Operate Wormhole Relays and Temporal Vortex. Things I wished
I had during certain points in the game were Space-time Portal, Oof! (boy
did I absolutely need an Oof! this game), and the Phoenix (for 10 pts
to the Office of the Prez.-if I had gotten Reported, I would have had
99 pts, and I could have gotten Reported if I had Oof!).

that tough of a dilemma nowadays with all the hand weapons and big personnel
like the Hirogen running around. This simply has a 50-50 chance of stalling
for a single turn.

This combo worked like a charm. The
problem? There was no starting wall to lure in mission solving victims. I
would lead this with Lack of Preparation.

While this combo did end up working,
there was no pay off with the Alien Parasites. I had no Space-Time Portal
to return the ship to opponent's hand or no killer wall to run his personnel
into to pick them off. One item of note though, don't seed this under the
Homeworld mission unless you have a way to attempt the mission. Even if I
had the killer wall, it wouldn't have done me any good.

No problem here, especially in such
a large deck. Plus, the extras can be used for discard probes on the Memorial.

Agenda or Q the Referee. And killing one Security? They just come back
in swarms later on.

Nice card drawing, but needs
more Nanoprobe Resuscitations to make them worthwhile. I'd get rid of
all of these and replace with 4 more KFCs at least or add 2 more Nanoprobe

Ok, this is a toughie. I would go
with about 5 Palor Toffs OR 5 Mutations OR 5 Nanoprobe Resuscitations. OR
a mix of 2 of one and 3 of another, but I suggest not bothering with all 3.

Great for probe rigging, but there
should be alot more than 2 to really help out.
Designer's Strategy Note:
OK, there are no Q's Tent doors in this deck because they are bad probes.
The plan is to download B'Elanna with Quark's Isolinear Rods and report her
with Temporal Microwormhole, this enables free reporting of androids from
the first turn. My Assign Mission Specialists and Assign Support Personnel
people have the skills to complete Repair Mission and Explore Dyson Sphere
by themselves, this enables me to start attempting missions sooner.
Overall it was an effective deck
that needs a bit of polishing to speed it up. While against a deck with similar
speed it mostly held its own, this deck would get left behind by DQSS or a
focused battle strategy. For fun games this is a good deck, but it wouldn't
even get memorialized at a competitive tournament.
