Greetings from the Obsidian Order.
Welcome to the first in a series of articles pertaining to the Cardassian affiliation, with a focus on espionage and the Obsidian Order. To start off, let's review that new premium guy, Legate... somebody.

Damar became Legate in 2374. Weary of Dominion rule, he led the resistance effort to free Cardassia in 2375. Rumored to have a secret mountain stronghold.

With those skills and stats, LD certainly looks impressive. If you're wondering what a review of him is doing in a column which is supposed to
be about the Obsidian Oroder, then I'll explain.
Look at those skills. SECURITY, Leadership (x2 no less!), and Computer Skill. This guy may not pack the Obsidian Order skill, but it sure looks like he was made for it. Okay, so the Honor and INTEGRITY seem out of place, but I don't foresee too many complaints!
To start off, let's compare him to his predecessor, Damar. VIP's are nowhere near as useful as OFFICERs, although LD can still lead battles with Leadership. He can still be downloaded to a Nor if you've got the sites, but personally, I rarely use Guest Quarters. He can still process ore, and this time he reports for free to Central Command. In all, they're both still quite good, with Legate's stats and Honor giving him an edge over Damar.
Leadership never runs out of uses, especially in OO decks. Since OO decks tend to favor Keldon Advanced ships, then personnel with Leadership are an absolute must, and double Leadership is even better. With that double skill, he can also go a long way towards securing the home world and verifying evidence if you lack Dukat. For Secure Home world, he is in fact a better choice than Dukat, since he provides nearly all the skills by himself.
Computer Skill will help personnel like (ahem) Enabran Tain rip through Alter Records (a staple in most OO decks) and his high INTEGRITY will assist in a Q-Bypass for an easy 35 points. Watch out for cards which punish you for this, though!
Honor? Well, it doesn't help the OO much, but it beats Portal Guards and helps LD survive Jodmos. This is a skill once rare for Cardassians that has seen a surge in supply in the Dominion set, but you won't find a better source of it than on LD.
SECURITY has replaced ENGINEER as the most highly demanded classification/skill, so it seems fitting that Damar should adapt. Also, since OO decks like Capturing and SECURITY so much, this is another reason to use him.
Physics is not so hot, and we're yet to see For Cardassia, but for now, Legate Damar is a permanent entry into my decks.
Since the combos are endless, I haven't bothered sorting out the best, but I'm sure you'll find your favored strategies.
